SUPPORT FOR THE LOCAL PLAN CONSULTATION

Cotswold District Council’s Regulation 19 consultation on the new Local Plan 2026–2043 has now opened, and we would encourage as many LGA members as possible to respond.

We are not asking members to support the individual housing sites allocated elsewhere around Tetbury. We recognise that residents living close to those sites will have their own concerns.

The link to the CDC consultation page is here

Our guidance sheet with suggested responses is here.

The Council’s guidance notes on how to respond to the online consultation is here

Please adapt the suggested wording into your own words if you can. Individual responses making broadly similar points are preferable to large numbers of completely identical submissions.

The consultation has been extended and now closes at 23:59 on Tuesday 3rd November 2026, so please make sure your comments are submitted before then.

This is an important stage

The Publication Draft is the version of the Local Plan that the Council intends to submit to the Secretary of State for independent examination. Comments made now will be provided to the Planning Inspector who will decide whether the Plan is sound and legally compliant.

For Longfurlong Greenfields Association, there is much in the draft Plan that we believe deserves strong support.

Most importantly, the Plan:

  • provides for the District’s identified housing requirement;
  • directs much of the major growth towards locations where housing and infrastructure can be planned together;
  • gives strong protection to the Cotswolds National Landscape;
  • provides for only 94 allocated homes at Tetbury; and
  • contains no housing allocations to the south of Tetbury, within the sensitive countryside that LGA has been seeking to protect.

The figure of 94 allocated homes is important. It refers to the new non-strategic housing allocations identified for Tetbury in the Publication Draft. It does not mean that only 94 homes in total could be built in Tetbury during the whole Plan period, as other housing may come forward through existing permissions, completions, Neighbourhood Development Plans or policy-compliant windfall development.

Our request is simply that members support the overall strategy and limited scale of new housing allocations at Tetbury, and particularly the protection of the Cotswolds National Landscape and the absence of housing allocations south of the town.

At Regulation 19 stage, the Council asks respondents to comment on specific policies and to say whether they consider them sound or legally compliant. Each response can relate to only one aspect of the Plan, so you need to submit a separate response for each policy you wish to comment on.

Suggested Responses

We have therefore prepared a short guidance sheet with three suggested responses, covering:

Chapter 4 – the Spatial Strategy
supporting the principle of directing development away from the most sensitive landscapes.

Core Policy 12 – the South Cotswold Area Strategy
supporting the limited scale of new housing allocations at Tetbury — 94 allocated homes — and the absence of allocations south of the town.

Core Policy 62 – Landscape
supporting strong protection for the Cotswolds National Landscape.

There is also an optional fourth response supporting the way in which the Plan has been prepared and assessed.

We need to show Strong COmmunity Support

This consultation is an important opportunity to demonstrate to both the Council and the future Planning Inspector that there is strong community support for a Local Plan which meets the District’s housing needs while protecting the sensitive Cotswold landscape south of Tetbury.

Thank you for your continued support.

Best wishes,

Chris Giles
